Former Sr. Trial Attorney for U.S. Department of Justice, Tax Division, Former Head of U.S. Department of Justice, Tax Division, study concerning indiscretions in cost recovery allocation of real and personal property.

 
EXPERIENCE:

Selected by the Justice Department’s Assistant Attorney General (Tax Division) in 1983 to head a study of the Government’s investment tax credit (ITC) ruling and audit policies and practices, and to prepare the Government’s brief in a lawsuit charging one of the then “Big 8” accounting firms with deceptive and abusive practices in the preparations of ITC studies for clients.

Consultation to KPMG Peat Marwick, and others regarding TAD coordination of architecture, construction, and manufacturer’s products to produce tax, facility, and environmental benefits.

History:
 

1969—1983: Senior Trial Attorney, U.S. Department of Justice, Tax Division, Washington D.C., representing the Government in a broad range of tax litigation. Duties included coordination with various divisions in the national and field offices of the Internal Revenue Service (IRS), negotiation of settlements and the handling of all aspects of pretrial discovery, trial, briefing, oral argument and appeal. During that period litigated 33 cases to completion and settled or otherwise disposed of another 55 with an aggregate amount in issue exceeding $175,000,000.

 
1983—Present: Private Practice with offices in Houston, Dallas, and Albuquerque with emphasis on Audit, Controversy, Litigation and Collection Aspects of Federal Tax matters.
